Cameroon Journal, Yaounde – Prime Minister Philemon Yang still does not want to believe that his orders are being flouted by his ministers. After Ama Tutu Muna, Minister of Arts and Culture, deliberately defied his instructions to suspend putting in place a new umbrella organisation for
Cameroon musicians, Yang has again issued another order asking Ama to desist her actions.
In a 48hr. ultimatum, the PM is asking the Culture Minister to withdraw a decision she signed on May 15 granting funds to a newly created association of musicians. According to Mutations newspaper, the ultimatum is dated May 19 and signed by Louis Paul Motaze, Secretary General at the Prime Minister’s office.
Ama had in a communique dated May 15, awarded funds to Civil Society Music Corporation of Cameroon, known by its French acronym SOCICAM. PM Yang had earlier at its creation addressed a correspondence to Muna to
ensure SOCICAM wasn’t created. But Muna went ahead anyways to give her blessings to the creation of the association and even patronized its launching right in her Mbengwi hometown.
Should Muna disobey Yang again this time, observers say it would tantamount to gross insubordination.
According to Mutations newspaper, the grants Ama made to the association whose creation did not meet legal dispositions, violated article 20 of the 2001/956 decree which requires that only duly registered associations of musicians and whose creation conforms to all legal dispositions are eligible for government subventions.
Jurists are also arguing that by giving money to an association of musicians when many other such associations exist, Muna violated article 75 paragraph 2 of law number 2000/11of 19 December 2000 on author’s and neighbour’s rights which stipulates that only one author’s rights association has to exist per category.
By press time, all efforts to find out if Ama respected the prime minister’s deadline of Thursday May 21 yielded no fruits.
