Cameroon - Diversion: Military contracts problems?

The purchase of some equipment by Cameroon courses a lot of noise in the political Landerneau.
The two Mi-17 Ukrainian-made by Cameroon acquired and incorporated into the fleet of the Air Force, are the subject of a disturbing controversy. In the seraglio, voices were raised against the state of these second-hand aircraft, paid in cash by the State. In this small political microcosm, some crying "embezzlement", arguing that instead of buying brand new equipment, officials of the Ministry of Defence (MINDEF) who commissioned this, "deliberately opted for buying old cuckoo much cheaper. " And it is this fraud against the state, are we sure of that side, which would have brought Paul Biya to dispatch in Ukraine last week, senior officials of the Republic. At the forefront of these, one quotes the head of the General Directorate for External Research (DGRE), Leopold Maxime Eko Eko, the Delegate General for National Security Committee

(DGNS), Martin Mbarga Nguélé and Secretary of State (Sed) in charge of the National Gendarmerie, Jean-Baptiste Bokam.
In Mindef, it says that "the contract in question, provided indeed buy 02 Mi-17 second hand." To believe a source close to the case, this option has been selected for the sole purpose of stopgap. That is to say: "multiply the operational capabilities of our army, particularly through the transport of troops was far from being an asset at the beginning of the war against Boko Haram." Our interlocutor says also that "in general, this type of military equipment is not manufactured for storage in a store. We must therefore place an order with precise specifications as military aircraft are used according to the relief of theater. And Mi-17, which have proven particularly in Afghanistan, are adapted to the desert and the mountains, "he information. The acquisition price of these devices, our source shows little to say. But we know that when new, the Mi-17 passed in recent years, between 06 and 18 million dollars each, due to high demand they are subject, but as the monopoly of Russia's leading manufacturer.
How much he has acquired the Cameroon Mi-17? And what state had he desired? Questions thousand under which the order would answer accurately. Meanwhile, the theory of probability suggests thinking that the state has validated the option to purchase "second hand" because corresponding to the urgency of the situation, and financial availability of the hour. This could also explain the credit acquisition of other military equipment in China.

Exim Bank
We know that the Middle Kingdom has opened a credit line of 200 billion CFA francs in the books of the Exim Bank of China for the benefit of Yaounde. The contract thereto, initialed in 2011, Cameroon side by the Minister of Economy, Planning and Regional Planning (Minepat) provides that the Chinese consortium (Polytechnologies) provides military equipment whose application is expressed by the MINDEF. On this line of credit, Cameroon has already acquired among others, the ground-air artillery, armored vehicles, including tanks, two patrol boats of 60 meters for monitoring coastline, various types of equipment for the National Gendarmerie and four combat helicopters (being assembled in Douala), which will be presented on May 1.
It can therefore be surprising information indicating the presence in China at the moment, a fact-finding mission led by the individual buckets of Guard, as part of a commission. As we come to wonder by what alchemy, the Sed say that relatives stay in Paris to attend a Board of Directors of the International Bank of Cameroon for the savings and credit (Bicec) can be physically Ukraine to investigate the purchase of Mi-17 alongside DGRE. This last figure has the rest of reliable sources, never left Yaounde to the alleged period.
It therefore appears clearly that these "revelations" on the purchase by Cameroon certain military equipment did purposes other than to distract public opinion on the issue of valor medals which caused a stir. Since yesterday, the "fault", which allegedly committed certain employees of the Head of State, has been corrected. While in the uses of the army, we learn the valor medals are published in the Official Journal and not by radio channel as was the case on April 1.

Forests at War: The Global North's Ambition vs. The Global South's Fight for Survival! Reflection on Forest Governance.

Some reflections on Forest Governance, by Kisife F Jude Forests are not just the lungs of the earth, they have become battlegrounds where the interest of the Global North clash with the survival instincts of the Global South. Let's explore more…..  Zittau Community Forest, Saxony East Germany  Forest governance is a concept that stirs up significant debate, especially when considering its application and impact in the Global North compared to the Global South.  On one hand, the principle of forest governance with its emphasis on sustainable management, conservation, and the equitable use of forest resources seems universally beneficial.
